Dick Follard, called Deaf Dick, is a ranger of the Night's Watch from House Follard.[1]

Dick is deaf, but he can read lips and has a keen nose. His speech is thick but intelligible.[2]

A Storm of Swords
Deaf Dick is among the brothers that remain at Castle Black when Jeor Mormont, Lord Commander of the Night's Watch, marches beyond the Wall in search of Benjen Stark and Mance Rayder.[3]
Dick fights in the attack on Castle Black against the Thenn raiders commanded by Styr. He is stationed on the roof of the King's Tower with Jon Snow, Satin, and six scarecrows dressed as brothers. When the wildlings attack, Dick uses his crossbow while Jon uses a longbow. Deaf Dick is felled by Ygritte's arrow as he points out wildlings on top of the armory to Jon.[2]
A Dance with Dragons
When Jon suffers a nightmare, Dick is among the men cut down by the new Lord Commander of the Night's Watch.[4]
