Edwell Celtigar was Lord of Claw Isle and head of House Celtigar during the reigns of kings Maegor I Targaryen and Jaehaerys I Targaryen.[1][2]

History

Edwell was named Hand of the King by Maegor I Targaryen in 44 AC, following the execution of the previous Hand, Lord Lucas Harroway.[1] King Maegor left Edwell to rule King's Landing along with Maegor's wife, Queen Tyanna of the Tower, when Maegor himself left to embark on a new campaign against the Faith Militant uprising in 45 AC.[3]

In 47 AC Edwell suggested to the heirless king that he should take more than one new wife as to increase his chances of producing an heir. He suggested his own two maiden daughters, Prunella and Prudence, who were of twelve and thirteen years. Although Maegor eventually took Edwell's advice to take more than one new wife, he did not choose Edwell's daughters.[3] Edwell resigned the office of Hand in 48 AC, when even previously loyal lords of the realm were now turning against the king. He safely returned to Claw Isle.[3]

Upon young king Jaehaerys I Targaryen's ascension to the Iron Throne, Lord Celtigar was pardoned and named lord treasurer and master of coin by Lord Rogar Baratheon, the new Hand.[4] The wars fought by Maegor had near bankrupted the crown, Lord Celtigar was unwilling to risk offending the high lords so instead enforced a number of new taxes upon the smallfolk such as tripling the port fees of King's Landing, Lannisport, and Oldtown. Certain goods were taxed both coming in and going out of the city, and new levies were asked of innkeepers and builders. These measures made Edwell deeply despised by the populace and failed to generate sufficient revenue, in fact building slowed to a halt, the inns emptied, and trade declined significantly in the capital, while the Lannisters and Hightowers ignored Lord Celtigars demand to raise their port fees.[5]

Upon Jaehaerys's sixteenth name day he returned to King's Landing and kindly dismissed Lord Edwell from his office, thanking him for his services. Three days later the king undid most of the taxes Lord Edwell had placed on the smallfolk, much to the populace's delight.[6]

During the winter of 59 AC when the Shivers spread to the crownlands, Lord Edwell was one of the first high lords to die from the disease.[7]
