(The Andals were not in Westeros during the hammer of the waters. The children were trying to stop the advance of the First Men. It was this event that led to the singing of the Pact. The Andals came to Westeros much later.)

The legend says that from Moat Cailin's Children's Tower the greenseers of the children of the forest called upon their nameless gods to send down the "hammer of the waters" to break the lands of Westeros in two [1] in a desperate attempt to stop the onslaught of the First Men.
