The High Council of the Triarchy was the governing body of the Triarchy, which was also called the Kingdom of the Three Daughters.[1]

History

The High Council was composed of thirty-three magisters, eleven each from Lys, Myr, and Tyrosh. The egotistic and self-centered magisters often sought to advance the causes of their home cities. Topics were usually subject to endless debate.[1]

During the Dance of the Dragons, Ser Otto Hightower sent envoys to the High Council on behalf of King Aegon II Targaryen. In return for the Triarchy fighting the blacks of Queen Rhaenyra Targaryen, Otto offered exclusive trading rights at King's Landing and promised the Stepstones to the Triarchy. The magisters were not in session, however, and the delay led to Aegon replacing Otto as Hand of the King with Ser Criston Cole. The High Council in Tyrosh eventually allied with Aegon and attacked the blacks with the Battle of the Gullet. The Triarchy eventually collapsed into the Daughters' War.[1]
