Ser Howard Bullock was a knight in service to House Targaryen during the early reign of King Jaehaerys I Targaryen. Howard, alongside his older brother Ser Alyn, served in the garrison at Dragonstone under the command of their father, Ser Merrell Bullock.[1]

When King Jaehaerys I Targaryen was on Dragonstone during his regency, he spent every morning until midday in the castle yard training with sword, shield, and any other armament. The young king sparred with Ser Howard, his father Merrell, his brother Alyn, Ser Elyas Scales, and knights of the Kingsguard.[1]
In 50 AC, Howard fled Dragonstone with Lady Coryanne Wylde, taking most of his wife's jewelry with them. A fishing boat took them to Driftmark, where they took ship for Pentos and then made their way to the Disputed Lands, where Howard joined the Free Company. He died in Myr in 53 AC after falling from his horse after a night of drinking.[1]
