It looks the person who uploaded that file was trying to translate a German phrase. Maybe this terminology works in German, but as I said, it's not something that you would ever see in English. Zacwill16 (talk) 18:22, 2 December 2023 (UTC)
Here's an example of "per pale twice per fess thrice" (the escutcheon held by the double-headed eagle). "Quarterly of six" is not correct since "quartered" or "quarterly" mean a division into four parts. For additional divisions there are multiple fesses and pales to use. --Somnium Draconis (talk) 18:28, 2 December 2023 (UTC)
I see where the confusion is coming from. The word "quarterly" does seem like it should denote a fourfold division only, but in practice a shield divided into squares is always said to be "quarterly", regardless of how many "quarters" there are. I don't know if this helps, but the SCA uses "Party of Six", see here and here. But "quarterly of six" is standard, see the Coat of Arms of Australia and the arms of Queen's College. --Mindset (talk) 00:11, 4 December 2023 (UTC)
