The idea for the order was first suggested by Alayne Stone - secretly, [[Sansa Stark]].  After [[Petyr Baelish]] secretly killed his wife [[Lysa Arryn]], he became the new regent for her young son Lord [[Robert Arryn]], and thus functional ruler of the Vale.  The boy Robert was deeply shaken by his mother's death, however, and no longer felt safe as he stayed at the [[Bloody Gate]] (the winter residence of the Arryn household while [[the Eyrie]] was blocked by snow in the mountains).  Sansa, pretending to be Littlefinger's bastard daughter, noted that young Sweetrobin was always comforted when she read him tales of his legendary ancestor Ser [[Artys Arryn]], the Winged Knight, and this gave her the idea that perhaps he would be comforted if he were surrounded by his own bodyguard of Winged Knights.  When Sansa told Littlefinger about her idea he liked it so much that he immediately set plans in motion to form the order, by holding a tournament at the Bloody Gate, the winners of which would be the first members of the new knightly order.

The idea for the order is first suggested by Alayne Stone, after she notices that young Lord Robert Arryn is always comforted when she reads him tales of his legendary ancestor, Ser Artys Arryn, the Winged Knight. This gives her the idea that perhaps he would be comforted if he were surrounded by his own bodyguard of Winged Knights, as the young Lord of the Eyrie does not feel safe. Lord Petyr Baelish, regent for Robert, likes the idea and immediately set plans in motion to form the order.[1]

The Brotherhood of Winged Knights are to contain eight members. While Alayne originally suggests seven—like the Kingsguard—Robert feels he should have more guards than King Tommen I Baratheon, so the number of members is increased.
